Powers B. Miller is the Founder and Principal of MusicTown Development Corp. and the lead sponsor of the MusicTown Opportunity Zone Fund I.

A second-generation real estate professional with over 30 years of experience, Miller has overseen development projects across multiple asset classes and jurisdictions, including one of the largest private deployments of tax-incentivized housing under the federal GO Zone legislation following Hurricane Katrina.

In addition to his real estate track record, Miller has been actively involved in national policy-level conversations around workforce reform, portable benefits, and emerging public-private investment models tied to health equity, labor stabilization, and post-crisis urban redevelopment. He is a vocal advocate for aligning incentive-based investment tools—such as Opportunity Zones—with long-term community ownership frameworks and scalable infrastructure rooted in equity and return.

Through MusicTown, Miller leads a multi-neighborhood economic initiative on Chicago's West Side that is attracting national attention for its integrated approach to cultural infrastructure, localized job creation, and community-driven real asset development. He maintains strong working relationships across both the private and public sectors, including in entertainment, urban planning, workforce development, and public health policy.

Miller is currently assembling a national coalition of institutional and community-based partners aligned around a shared objective: restoring economic dignity and agency in historically disinvested communities by linking real estate, policy, and ownership at the ground level.

Manifest MusicTown is the public gateway to Chicago MusicTown — a community-up vision to rebrand and regenerate Chicago's West Side through music, culture, ownership, and economic development.

We believe that regeneration without gentrification is not only possible — it is necessary. By aligning capital, community, and culture, we are building an ecosystem where ownership expands, quality of life improves, and economic opportunity compounds over time.
